JACS (Jersey Advisory and Conciliation Service)

We are an independent, impartial organisation established to support employers, employees, trade unions, and employer associations in fostering effective working relationships.

 

Founded in 2001 as part of Jersey’s employment legislation programme.

JACS operates under the JACS Law 2003 and is modelled on the UK’s Advisory, Conciliation and Arbitration Service.

JACS is a free and confidential service.

What We Do

JACS provides a range of services to support employment relations across Jersey:

Dispute Resolution

  • Collective Disputes: Support through conciliation, mediation, or arbitration.
  • Advisory Conciliation: Joint problem-solving with employers and employee representatives.
  • Individual Disputes: Voluntary settlement assistance for employment rights issues.
  • Conciliation meetings once claims have been lodged with the Tribunal.

Information & Advice

  • Telephone enquiry service for employment-related questions (excluding job vacancies, health & safety, personal injury and data protection).
  • Written responses and in-person consultations.
  • Guidance on employment law, rights, and responsibilities.

Education & Training

  • Conferences, seminars, and workshops.
  • Guidance notes, pro-forma contracts, booklets and Codes of Practice.
  • Promotion of best practices in industrial relations.

Service Standards

We aim to:

Acknowledge requests within 24 hours to 5 working days, depending on the service

Provide clear terms of reference for conciliation and arbitration

Deliver reports and awards within 3 weeks of hearings

Respond to all enquiries promptly and courteously

Commitment to Quality

JACS regularly reviews its performance to ensure continuous improvement. We assess service delivery, gather user feedback, and publish results in our Annual Report.

Governance

JACS is led by Director Patricia Rowan, supported by a dedicated team:

  • Sharon Timoney – Senior Advisory & Conciliation Officer
  • Patricia Weston – Conciliation Officer
  • Hannah Gauvin – Outreach & Conciliation Officer (currently on parental leave)

Oversight is provided by a non-executive Board chaired by Hilary Griffin, with members representing employers, employees, and independent perspectives.
