JACS Constitution

The Jersey Advisory and Conciliation Service (JACS) was established in April 2001 to promote the improvement of industrial relations in Jersey. JACS operates as an independent, publicly funded body, not subject to political direction and is a statutory body, established under the Jersey Advisory and Conciliation (Jersey) Law 2003.

The Service is headed by a Director (Patricia Rowan) and overall guidance on the running of the Service is provided by a non-executive Board, comprising not more than 7 people. Based on a tripartite structure, the Board comprises representatives from a broad cross section and includes those with experience of representing employees, those with experience of representing employers and independent members. The appointment of the Chair (Hilary Griffin) and Board members are approved by the Social Security Minister and are reported to the States Assembly. Board members are, Paul Coundley (Deputy Chair), Chris Mutton, Julie Yun Hulme, and Abigail Cabral. Day-to-day management and delivery of JACS statutory duties is carried out through the Director (Patricia Rowan), together with a small team comprising Senior Advisory & Conciliation Officer (Sharon Timoney), Conciliation Officer (Patricia Weston) Reception & Administration(part-time) (Allie Ward), Outreach and Conciliation Officer (part-time) Hannah Gauvin.
